If you are downloading an MP3 file, then yes MP3s come DRM-free and are playable on all computers and most handsets.

If you are downloading a Windows Media Video or Audio files (WMV or WMA), it is likely that they are encrypted, which means they are only playable on PCs, and a license key is involved.
